Minutes of AARINENA Executive Committee & Cosponsors Meeting
Sana’a-Yemen
18-19 September 2005
1. Opening Session:
1.1 The meeting was under the patronage of HE Eng. Hassan Omar Swuid, Minister of Agriculture & Irrigation in Yemen. The meeting was inaugurated by reading from the Holy Koran, and then addressed by the Deputy Minister of Agriculture & Irrigation, Eng. Abdul Malik Al-Arashi who welcomed the participants and thanked AARINENA for holding the 10th General Conference in Yemen.
1.2 Dr. Abdel-Nabi Fardous, President of the Association welcomed the participants and briefed them on AARINENA mission and achievements. He thanked the Government of Yemen for hosting this meeting and thanked the cosponsors for supporting AARINENA activities to strengthen agricultural research in the region.
1.3 Dr. Ismail Muharram, Chairman of Agricultural Research and Extension Authority welcomed the participants and wished them a pleasant stay in Yemen. He informed the participants about the program for the field trips and hoped that the local arrangement was satisfactory.
2. Highlights of the Meeting
2.1 The meeting was chaired by Dr. Fardous, President of AARINENA and Representative of Mashreq sub-region. The meeting was attended by the members of the Executive Committee ( Dr. Dr Ahmed Al-Bakry Vice-President & Representative of Arabian Peninsula sub-region, Dr. Ismail Muharram, Representative of Nile Valley & Red Sea sub region, Dr. Mohamed H. Roozitalab, Representative of West Asia sub-region , Dr. Mohamed Al- Idrissi acting for Dr. Hamed Narjisse , Representative of Maghreb sub-region, and Dr. Ibrahim Hamdan, Executive Secretary ). The meeting was also attended by Dr. Adel Aboul Naga from ICARDA, Dr. Adnan Haj-Hasan from IPGRI., Mr. Magdi Latif from FAO/RNE, and Dr. Ola Smith, GFAR Executive Secretary.
2.2 ICARDA Representative, Dr. Aboul Naga addressed the meeting on behalf of Dr. Adel El-Beltagy, the Director General of ICARDA. He emphasized ICARDA support to AARINENA activities and it’s willingness to cooperate with AARINENA to enhance ARD in the Region.
2.3 GFAR Executive Secretary, Dr. Ola Smith made a presentation on “Inclusiveness: a crucial aspect of partnership” he discussed GFAR guiding principles and give examples of AARINENA partnership activities and hoped that AARINENA will continue to address GFAR common principle of inclusiveness. Details of his presentation are shown in Annex I.
2.4 Mr. Latif from FAO/RNE made a presentation on “the collaboration between AARINENA and WAICENT Outreach Program for promoting Information & Communication Management for Agricultural Research for Development (ICM4ARD) in the region”. Details of his presentation are shown in Annex II.
2.5 AARINENA Executive Secretary, Dr. Hamdan presented the Progress Report on the achievements of the Association since the last Executive Committee meeting held in Marrakech , December 2004.The Report includes the progress achieved on: a) AARINENA–RAIS and ICT Steering Committee activities, b) Networks activities on Date-Palm, Cotton, Olive and Medicinal plants, c) Training and workshops implemented d) President activities and e) List of coming activities.Details of the Report are shown in Annex III
2.6 With regard to IFAP President’s letter requesting that farmer’s representative to be included in AARINENA’s governing bodies and networks. It was indicated that AARINENA’s Constitution Article V item 3 sub (c) and (d) will allow farmers organizations and NGOs representatives to be Associate Members of AARINENA. Therefore, IFAP and NGOs representatives will be invited to participate in AARINENA future meetings.
2.7 With regard to Constitutional amendment, Dr. Roozitalab requested that the Executive Committee recommends to the General Conference that Article XI in the Constitution be amended as follows:
“The Executive Secretary of the Association shall be appointed by the Executive Committee, either on honorary or payment basis for a period of four years renewable once according to his technical competence and to the rules, conditions and terms of employment set by the Conference”.
According to Article XV of the Constitution, this proposed amendment will be circulated to all full members before the General Conference by 60 days for adoption by the Conference. If this amendment is approved by the General Conference then, item 4 in Article I of the Constitution regarding the seat of the Association should be changed or deleted.
2.8 With regard to AARINENA Secretariat, the Committee reviewed the offers received from member countries and recommended that ICARDA be the host of Secretariat in order to provide long term stability for the Association.
ICARDA Representative, Dr. Aboul Naga responded that ICARDA will be willing to provide all facilities and logistics for hosting the Secretariat if so decided by the Executive Committee and not in competition with other member states.
The committee decided to send a letter to ICARDA to confirm its agreement to host the Secretariat and to provide all necessary facilities and operational logistics to the Executive Secretary enabling him to implement the AARINENA activities. Subsequently, a MOU will be signed between AARINENA and ICARDA defining the details of cooperation and rules of partnership with regard to hosting the Secretariat.
2.9 The financial statement and status of membership up to the 15th of September 2005 was presented by the Executive Secretary. The Committee agreed to postpone the payments for Palestine and Iraq and to send reminders for members who did not pay their membership fees. The Committee also recommended changing the word “Grants” in the Statement to “Project Contributions”. The full Statement is shown in Annex IV .
2.10 With regard to AARINENA stand at CGIAR- AGM 2005 in Marrakech, the Committee requested the Executive Secretary to arrange a booth which displays posters, pamphlets and publications during the Conference. Dr. Roozitalab edited the draft poster and pamphlet to be printed for display at the booth.
2.11With regard to the proposed Agenda for AARINENA 10th General Conference, the Committee recommended holding the Conference in Sana’a during the period of 7 to 9th of May 2006. The provisional Agenda of the Conference is shown in Annex V.
2.12 The Committee recommended holding the next Executive Committee Meeting on the evening of the 6th of May 2006 in Sana’a, one day prior to the 10th General Conference.

First (July 28-29,2003) at ICARDA and Second (8-9 September 2004) held on at AREO, Tehran, Iran to review the framework of the Regional Agricultural Information System for West Asia and North Africa (WANA-RAIS).

ACHIEVEMENTS:
I- Regional Agricultural Information System (RAIS)
A) AARINENA Homepage:
The Arabic Version of AARINENA RAIS-Web Site has been completed and the English Version was enhanced in collaboration with FAO/RNE.
b) AARINENA ICT- RAIS
• AARINENA Cosponsored with GFAR the Second Inter-Regional ICT workshop that was held in Cairo 10-11 May 2005, Attended by Rep. from APAARI, FARA & FORAGRO
• One of the main outputs of this meeting was the adoption of AARINENA- RAIS and INFOSYS+ proposal for initiating inter-regional sharing and exchange of experiences, skills and tools leading to the development of the National Agricultural Information system .
• The objectives of the first phase of this proposal are:
– To Develop an Electronic Community at the regional level
– To Develop a set of tools that facilitate the development of NARIS
– To Train 10 persons from 5 countries from the three regions on using the methodology and tools
• The second phase has two objectives.
– Implementing NARIS in all research institutions members.
– Building a Gateway function that has multi-host data base search engine.
AARINENA-INFOSYS ICT-RAIS Proposal Cont.
GFAR considering funding the first phase of the proposal ($90,000) . A Letter of Agreement will be issued by FAO on behalf of GFAR with AARINENA.
AARINENA Networks Activities
1-Date-Palm Global Network (DGPN):
The Network held International Workshop
on True-To-Type of Date Palm Tissue Culture-Derived Plants in Morocco 23 - 25
May, 2005 and recommended to provide updates about the tissue culture
abnormalities in the form of an electronic site to be linked to the DPGN web
site.
The Network in collaboration with UAE
University will be organizing the Third International Date Palm Conference,
Under the Patronage of H.H. Sheikh Khalifa Bin Zayed Al Nahayan, President of
UAE, February 19 – 21, 2006 in Abu-Dhabi City .
2-Inter-Regional Cotton Network (INCANA):
The Network Coordinator participated in
AARINENA planning Meeting on the Global Post Harvest held in Antalya-Turkey,
March 2005
INCANA is planning to hold an
inter-regional traveling Workshop on Hybrid and BT Cotton in India in October,
2005
3- Olive Network :
The project on “the Development of tools
and techniques to increase olive Tree productivity and Rainfall Water Use
Efficiency in southern countries of the Mediterranean region” was approved by
the network members and in process for submission to Donors.
Cosponsored the Second International
Conference on “Olive Productivity, Quality and Partnership” in Sfax_Tunisia,
18-19 May 2005.
A letter from the Minister of Planning
in Jordan was sent to IDB to support funding the Olive Network projects (Organic
Farming, IPM for olive pests and Improvement of Olive Oil and Table Olive
quality) .These projects were prepared by Production & Post- Harvest Working
Group.
4- Medicinal & Herbal Plants:
A workshop to establish local MHP
network in Jordan was held on 8th of March 2005 at JUST under the patronage of
AARINENA President and the University Rector .
The focal point representative from
Egypt has been active in establishing an Egyptian teamwork in all research
aspects of medicinal plants. The team has held five meetings.
The socio-economic commercialization
group have completed two regional projects and obtained positive response from
different AARINENA country members, Sudan, Iraq, Jordan and Syria..
Proposed Networks:
Biotechnology & Water Use Efficiency Networks
AGERI-ARC, Egypt submitted a proposal to
host the Regional Biotechnology Network.
Follow up discussions will be held on
the proposal in December.
The meeting for the establishment of the
Water-USE Efficiency Network will be held in conjunction with the 10th AARINENA
General Conference in Yemen.
Implementation of the Global Post Harvest Initiative:
AARINENA, GFAR and FAO Planning Meeting
to link farmers to markets was held in Antalya, Turkey , March 2005 to sensitize
the participants to the scope of the Global Post Harvest Initiative .
The participants consisted of the 4
AARINENA network coordinators, post-harvest network working group leaders and
farmers and NGO representatives.
The working groups prepared three
priority project ideas for donors:
1-Innovation Extension & Technology transfer systems
2-Organic Farming for the network commodity crops and
3-Market Orientation for network crops.
DURAS Project:
AARINENA Executive Secretary participated in the Assessment of the DORAS project at Agropolis , Montpellier on 16th of June 2005.
24 projects were short listed from a total of 302 pre-proposals.
The SC approved 12 projects for funding, with 2 projects in the “Reserve List”
One of these projects was from AARINENA Maghreb sub-region lead by Morocco in collaboration with Algeria, Tunisia, Senegal and France
The Project Title: Approche intégrative de la gestion des nématodes phytoparasites en systèmes maraîchers méditerranéens et sahéliens
DURAS will contribute 150 000 €
ENTEBBI DECLARATION:
Dr. Narjisse represented AARINENA in the FARA General assembly Meeting and delivered a key note address at the opening session and participated in GFAR Steering Committee meeting .
FARA General Assembly adopted the following Entebbe Declaration:
Recognized that as an African Continental Institution, FARA is incomplete without the inclusion of North Africa.
Resolved by acclamation to welcome AARINENA to represent the North African Countries of Algeria, Egypt, Libya, Mauritania, Morocco and Tunisia as fully fledged members of FARA; and
Directed that the North African Countries will henceforth participate and receive the same recognition and due regard from FARA stalk holders as accorded to the founding sub-regional organizations and all future assemblies, organs of governance and procedures of FARA.

1-The Statement has been prepared in US Dollars, from the accounting records of AARINENA accounts that was transferred from AARINENA account at FAO/RNE in Cairo on August 26, 2004 to AARINENA account at the Arab bank, Sweileh branch, AMMAN-JORDAN.
2-Financial transactions of AARINENA are processed in accordance with the financial rules, regulations of financial audit services Therefore:
A-This financial report is on cash basis.
*Expenses are recognized when it’s paid.
*Revenues are recorded when actually received.
B-Expenditures paid in Jordanian diner (JD), are translated US Dollars ($).
The period average exchange rate method was used the rate was 1 $ = 0.7080 JD.
C-The cost of equipment is charged to expense when acquired.
